Founding the MTEI program in Nova Scotia filled in a gap in its startup ecosystem. Dawn saw that there were unmet needs in a variety of areas that a continually-evolving program, driven by technology-and-business savvy leadership could satisfy. Her track record and interest in the area spans 15 years.

Dawn's most-cited paper is in the area of infrastructure building for the benefit of Small and Medium-sized Businesses/Enterprises (SMBs/SMEs). In 2001, she developed a model and metrics for governments to use to build technology, legal, and human infrastructure to transform their businesses. She and her colleagues illustrated the model with case studies from Canada, The Netherlands, Norway, and Singapore.

Dawn's book E-business Readiness: A Customer Focused Framework with James Craig also has a strong value creation and measurement foci.

Her work with collaborators such as Steven Feindel, a former e-Director of Services Nova Scotia and Municipal Relations, and others demonstrates her commitment to positive sum synergies among industry practice and academia and government for the benefit of advancement of society.
